Biography

First of all, thank you for reading this!

AN AFFORDABLE GLENDALE. There are five homeowners on the city council and no renters. The working class perspective is absent from City Hall and I humbly ask your vote to address this problem.

I’m a progressive activist that was raised by conservative Catholics (one a police officer). I’m an artist, a self-employed small businessman, a husband. I’m living a life like yours.

Political Beliefs

I am running for city council because city hall needs the perspective of today’s working class. Glendale is a city that should be justly proud of its working class roots – we have seventy five years of being the Jewel city, of being that home in the minds of countless thousands who worked their way towards the Glendale version of the American dream. Times, however, have changed, and many are struggling. From the year 2000 to 2014, median income rose 28%, from $41K to $52K. But median home valuations have risen from $325K to $598K. 84%. Now, I’m self-employed, my wife makes about double what I do (which, as a feminist, I find awesome). I’ve never taken a dollar in government assistance – not that I bemoan anyone that has. I am living the experience of a young, cost-burdened member of today’s working class when the goalposts for the American dream have been moved. My story is one that is repeated citywide, and our city needs this perspective. The greatest elected government is truly representative, not just beyond the needs for diversity across gender, or race, or sexual identity. It must also consider class. Because the American dream isn’t working hard, buying a house, having a family, then years later emptying your life savings or draining your retirement so your kids can afford a down payment on a house two hundred miles to the north in a gentler market. Nor is the American dream being unable to build equity in yourself because what was once a mortgage payment can now get you about 800 sq ft of a rental. The American dream is finding that balance of truly rewarding hard work and building a stronger community. In this spirit, I humbly ask you for your vote.

Profession:Retired Army General, now small businessman, local lawyer, and involved member of the Glendale community.

Biography

Lifelong District resident and Army Veteran, Major General (Retired) Mark MacCarley, has decided to run for a seat on the Glendale City Council, the governing board for this diverse City of over 200,000 residents.

Growing up in Glendale, he graduated from Bellarmine-Jefferson High School and went on to Glendale College, California State University at Northridge, the University of Massachusetts, and Loyola University where he earned his law degree.  Among his other career commitments, he has previously taught at Glendale College for over 10 years as an Adjunct Professor of Law and Real Estate.

He went on to raise a family and run several businesses and a law firm in Glendale.  As a business leader he focused on the needs of the working people of this District by providing employment and helping - especially young men and women Veterans - to compete successfully in a high tech and competitive economy.

Always a champion of small business and the men and women who own or are employed by these businesses, he was the founder and officer of the Verdugo Economic Council, committed to helping Glendale to respond to the departure of big-name employers from the City over the last several years and the consequent loss of jobs and decent likelihoods for thousands of Glendale residents.  An advocate for “at risk youth” and for expanded mental health services, he has served as director of Bridge-Away Across Drug Rehabilitation Center, Glendale’s Family Service Center and the Verdugo Mental Health Association.  He is a member of the Board of Glendale Arts Foundation.

A man who believes that actions speak louder than words, he joined the Los Angeles Sheriff’s Department soon after law school and continues to work as a reserve patrol deputy and narcotics detective, putting violent criminals and drug dealers behind bars, once and for all.  He spent ten years with the Sheriff’s Montrose Search and Rescue Team, responding immediately to the natural and manmade disasters that have sometimes ravaged our City and saving hundreds of lives.

A member of the Los Angeles/Burbank Red Cross Board and several local service clubs, including the Exchange Club and the Glendale Kiwanis Club, he has devoted hundreds of hours to lending a helping hand to others in real need.  An Army Veteran, he is a member of the American Legion, Veterans of Foreign Wars, the Jewish War Veterans, and the founder of the Veterans Mentoring Project at Glendale College, which helps returning Student Veterans of Iraq and Afghanistan to transition to civilian life and productive careers.

Like many others, 9/11 was a life-changing event for Mark MacCarley.  A reserve Army Officer in 2001, he was soon called back to Active Service, thereafter serving almost 11 years in duty stations around the world, to include Kuwait, Iraq, and Afghanistan during the height of those conflicts.  He retired from the Army this last January as a Major General and returned to his home in Glendale, to his family and to his many friends, here.

To MacCarley, election to the Glendale City Council is all about continued service to the young, old, first generation, and the lifelong residents who call this City their home.  It is not about making a career out of politics.  It’s about keeping Glendale s special and positive place to live – a place where “Big Box” luxury apartments, so expensive that working people cannot afford to rent them don’t dominate our streets; where people can feel safe walking anywhere in Glendale; where government fees do not choke out the small business owners; and where young people can attend our great schools, grow up here, get a decent job, buy a home in Glendale, and enjoy their retirement in dignity.

Vote MacCarley for Glendale City Council – 2017.

Biography

I was born in Los Angeles and raised on the west side of town. I graduated from UCLA and earned two advanced degrees in Texas - an MS in Environmental Health & Toxicology and an MS in Accountancy & Taxation. I worked for two of the largest CPA firms in the world and practiced as a California CPA for over 25 years before taking a job in municipal finance at a nearby city. I have owned my Glendale home for nearly 10 years, have been an active member of Rossmoyne Mountain Homeowners Association, and a volunteer and sustaining member of the Glendale Historical Society the entire time I've lived here. I also served as Treasurer of the Glendale Educational Foundation for a year. Before moving to Glendale I owned and resided in a condominium in Burbank, where I served as a Board member and Treasurer of our Homeowners Association. I fell in love, driving through what became my neighborhood and long dreamed of buying a house here. Then I fell in love with my house, and my love for the neighborhood and for all of Glendale has only grown over the ensuing years.

Political Beliefs

I consider myself a progressive, politically. I believe that Council should be an active body dedicated to promoting the interests of all of the City's residents. If residents, especially those living in close proximity oppose a proposal, that should be the acid test for Council in making a decision whether to approve or move forward with it. I believe that Council should constantly and proactively look for means and methods by which it can protect the interests of the residents. Additionally, I think it should be possible for any qualified Glendale citizen to successfully run for City office. I have run my campaign in accordance with my political philosophy, using grass roots methods, answering voters' questions, attending all possible events, and walking neighborhoods, knocking on doors and introducing myself and my views. I only promise actions that I sincerely believe I can deliver. I hope that my approach has resonated with voters.
