  • My goal is to provide high quality resource conservation and water services to the residents of the district.
  • I want to be sure our water customers which make up about 25% of the district receive good clean safe water for everyday uses.
  • I want to be sure the remaining 75% of our residents receive an adequate level of resource conservation services. To date the district is primarily focused on water. I have been working to change that and will continue to do so.

Elliot Mulberg, MS was employed for over 25 years with the California Air Resources Board.  During that time he gained broad experience in air pollution meteorology, air quality data analysis, indoor air pollution, air quality modeling, emission inventory, and air quality planning.  In the area of air quality modeling, he has experience with both Gaussian models and Eulerian photochemical grid models.  He has used the EPA recommended models to review and assess impacts for new point, area, and line sources under PSD rules.  He used photochemical grid models to assess the effects of control strategies on regional air pollution problems.  

Elliot became interested in running for office in 1994 when he successfully ran for a seat on the Elk Grove, now Cosumnes, Community Services District Board. He was also elected by the special districts of Sacramento County as a Commissioner on Sacramento Local Agency Formation Commission, where he served for 11 years and as chair in 2003.  During that time he served on the CALAFCO Board of Directors from 2001 to 2006.  In 2006 Elliot changed careers and worked in Salinas for Monterey LAFCO as a senior analyst.  He returned to Elk Grove in 2008 and successfully ran for the Florin Resource Conservation District, ran unnopposed in 2012 and  where he continues his service. He is up for re-election in 2016.

I believe in open transparent government that is accountable to residents.  I am a fiscal conservative and carefully monitor spending of tax payer's funds.
